Chinese Regulator’s Family Profited From Stake in Insurer

SHANGHAI — Relatives of a top Chinese regulator profited enormously from the purchase of shares in a once-struggling insurance company that is now one of China’s biggest financial powerhouses, according to interviews and a review of regulatory filings.




The regulator, Dai Xianglong, was the head of China’s central bank and also had oversight of the insurance industry in 2002, when a company his relatives helped control bought a big stake in Ping An Insurance that years later came to be worth billions of dollars. The insurer was drawing new investors ahead of a public stock offering after averting insolvency a few years earlier.


With growing attention on the wealth amassed by families of the politically powerful in China, the investments of Mr. Dai’s relatives illustrate that the riches extend beyond the families of the political elites to the families of regulators with control of the country’s most important business and financial levers. Mr. Dai, an economist, has since left his post with the central bank and now manages the country’s $150 billion social security fund, one of the world’s biggest investment funds.


How much the relatives made in the deal is not known, but analysts say the activity raises further doubts about whether the capital markets are sufficiently regulated in China.


Nicholas C. Howson, an expert in Chinese securities law at the University of Michigan Law School, said: “While not per se illegal or even evidence of corruption, these transactions feed into a problematic perception that is widespread in the P.R.C.: the relatives of China’s highest officials are given privileged access to pre-I.P.O. properties.” He was using the abbreviation for China’s official name, the People’s Republic of China.


The company that bought the Ping An stake was controlled by a group of investment firms, including two set up by Mr. Dai’s son-in-law, Che Feng, as well as other firms associated with Mr. Che’s relatives and business associates, the regulatory filings show.


The company, Dinghe Venture Capital, got the shares for an extremely good price, the records show, paying a small fraction of what a large British bank had paid per share just two months earlier. The company paid $55 million for its Ping An shares on Dec. 26, 2002. By 2007, the last time the value of the investment was made public, the shares were worth $3.1 billion.


In its investigation, The New York Times found no indication that Mr. Dai had been aware of his relatives’ activities, or that any law had been broken. But the relatives appeared to have made a fortune by investing in financial services companies over which Mr. Dai had regulatory authority.


In another instance, in November 2002, Dinghe acquired a big stake in Haitong Securities, a brokerage firm that also fell under Mr. Dai’s jurisdiction, according to the brokerage firm’s Shanghai prospectus.


By 2007, just after Haitong’s public listing in Shanghai, those shares were worth about $1 billion, according to public filings. Later, between 2007 and 2010, Mr. Dai’s wife, Ke Yongzhen, was chairwoman on Haitong’s board of supervisors.


A spokesman for Mr. Dai and the National Social Security Fund did not return phone calls seeking comment. A spokeswoman for Mr. Che, the son-in-law, denied by e-mail that he had ever held a stake in Ping An. The spokeswoman said another businessman had bought the Ping An shares and then, facing financial difficulties, sold them to a group that included Mr. Che’s friends and relatives, but not Mr. Che.


The businessman “could not afford what he has created, so he had to sell his shares all at once,” the spokeswoman, Jenny Lau, wrote in an e-mail.


The corporate records reviewed by The Times, however, show that Mr. Che, his relatives and longtime business associates set up a complex web of companies that effectively gave him and the others control of Dinghe Venture Capital, which made the investments in Ping An and Haitong Securities. The records show that one of the companies later nominated Mr. Che to serve on the Ping An board of supervisors. His term ran from 2006 to 2009.


The Times reported last month that another investment company had also bought shares in Ping An Insurance at an unusually low price on the same day in 2002 as Dinghe Venture Capital. That company, Tianjin Taihong, was later partly controlled by relatives of Prime Minister Wen Jiabao, then serving as vice premier with oversight of China’s financial institutions. In late 2007, the shares Taihong bought in Ping An were valued at $3.7 billion.


The investments by Dinghe and Taihong are significant in part because by late 2002, Beijing regulators had granted Ping An an unusual waiver to rules that would have forced the insurer to sell off some divisions. Throughout the late 1990s, the company was fighting rules that would have required a breakup, a move that Ping An executives worried could lead to bankruptcy.

Our brains were shaped and sharpened by movement, the idea goes, and we continue to require regular physical activity in order for our brains to function optimally.

The role of physical endurance in shaping humankind has intrigued anthropologists and gripped the popular imagination for some time. In 2004, the evolutionary biologists Daniel E. Lieberman of Harvard and Dennis M. Bramble of the University of Utah published a seminal article in the journal Nature titled “Endurance Running and the Evolution of Homo,” in which they posited that our bipedal ancestors survived by becoming endurance athletes, able to bring down swifter prey through sheer doggedness, jogging and plodding along behind them until the animals dropped.

Endurance produced meals, which provided energy for mating, which meant that adept early joggers passed along their genes. In this way, natural selection drove early humans to become even more athletic, Dr. Lieberman and other scientists have written, their bodies developing longer legs, shorter toes, less hair and complicated inner-ear mechanisms to maintain balance and stability during upright ambulation. Movement shaped the human body.

But simultaneously, in a development that until recently many scientists viewed as unrelated, humans were becoming smarter. Their brains were increasing rapidly in size.

Today, humans have a brain that is about three times larger than would be expected, anthropologists say, given our species’ body size in comparison with that of other mammals.

To explain those outsized brains, evolutionary scientists have pointed to such occurrences as meat eating and, perhaps most determinatively, our early ancestors’ need for social interaction. Early humans had to plan and execute hunts as a group, which required complicated thinking patterns and, it’s been thought, rewarded the social and brainy with evolutionary success. According to that hypothesis, the evolution of the brain was driven by the need to think.

But now some scientists are suggesting that physical activity also played a critical role in making our brains larger.

To reach that conclusion, anthropologists began by looking at existing data about brain size and endurance capacity in a variety of mammals, including dogs, guinea pigs, foxes, mice, wolves, rats, civet cats, antelope, mongooses, goats, sheep and elands. They found a notable pattern. Species like dogs and rats that had a high innate endurance capacity, which presumably had evolved over millenniums, also had large brain volumes relative to their body size.

The researchers also looked at recent experiments in which mice and rats were systematically bred to be marathon runners. Lab animals that willingly put in the most miles on running wheels were interbred, resulting in the creation of a line of lab animals that excelled at running.

Interestingly, after multiple generations, these animals began to develop innately high levels of substances that promote tissue growth and health, including a protein called brain-derived neurotrophic factor, or BDNF. These substances are important for endurance performance. They also are known to drive brain growth.

What all of this means, says David A. Raichlen, an anthropologist at the University of Arizona and an author of a new article about the evolution of human brains appearing in the January issue of Proceedings of the Royal Society B, is that physical activity may have helped to make early humans smarter.

“We think that what happened” in our early hunter-gatherer ancestors, he says, is that the more athletic and active survived and, as with the lab mice, passed along physiological characteristics that improved their endurance, including elevated levels of BDNF. Eventually, these early athletes had enough BDNF coursing through their bodies that some could migrate from the muscles to the brain, where it nudged the growth of brain tissue.

Those particular early humans then applied their growing ability to think and reason toward better tracking prey, becoming the best-fed and most successful from an evolutionary standpoint. Being in motion made them smarter, and being smarter now allowed them to move more efficiently.

And out of all of this came, eventually, an ability to understand higher math and invent iPads. But that was some time later.

The broad point of this new notion is that if physical activity helped to mold the structure of our brains, then it most likely remains essential to brain health today, says John D. Polk, an associate professor of anthropology at the University of Illinois at Urbana-Champaign, and co-author, with Dr. Raichlen, of the new article.

And there is scientific support for that idea. Recent studies have shown, he says, that “regular exercise, even walking,” leads to more robust mental abilities, “beginning in childhood and continuing into old age.”

Of course, the hypothesis that jogging after prey helped to drive human brain evolution is just a hypothesis, Dr. Raichlen says, and almost unprovable.

But it is compelling, says Harvard’s Dr. Lieberman, who has worked with the authors of the new article. “I fundamentally agree that there is a deep evolutionary basis for the relationship between a healthy body and a healthy mind,” he says, a relationship that makes the term “jogging your memory” more literal than most of us might have expected and provides a powerful incentive to be active in 2013.

India’s Aakash Venture Produces Optimism but Few Computers

NEW DELHI — The idea was, and still is, captivating: in 2011, the Indian government and two Indian-born tech entrepreneurs unveiled a $50 tablet computer, to be built in India with Google’s free Android software. The government would buy the computers by the millions and give them to its schoolchildren.




Enthusiasts saw the plan as a way to bring modern touch-screen computing to some of the world’s poorest people while seeding a technology manufacturing industry in India. Legions of customers placed advance orders for a commercial version of the tablet, thrilled at the prospect of owning tangible proof that India was a leader in “frugal innovation.”


Even the secretary general of the United Nations, Ban Ki-moon, lavished praise on the audacious project, called Aakash, the Hindi word for sky. “India is a superpower on the information superhighway,” Mr. Ban said at a ceremony in November at the United Nations headquarters in New York.


Stoking expectations was Suneet Singh Tuli, the charismatic C.E.O. of the small London-based company that won the bid. “I am creating a product at a lower price than anyone else in the world with the hope that it impacts people’s lives and I make money out of it,” he said in a recent interview.


But over the last few months, it has become increasingly evident that Mr. Tuli, 44, and his older brother, Raja Singh Tuli, 46, are unable to deliver on most of their ambitious promises.


The Tulis acknowledge that their company, DataWind, will not even come close to shipping the 100,000 tablets it has promised to India’s colleges and universities before its year-end deadline. Most of the 10,000 or so tablets delivered through early December were made in China, despite the company’s early pledge to manufacture in India. Financial statements filed with British regulators show that the company is deeply in the red.


And the project’s entire premise — that India can make a cheap tablet computer that will somehow make up for failures of the country’s crippled education system — is fundamentally flawed, according to some experts in education and manufacturing.


Leigh L. Linden, an assistant professor of economics and public affairs at the University of Texas at Austin who has studied the use of technology in schools in India and other developing countries, said that, at best, computers merely match the performance gains from far less costly projects that involve hiring additional teachers or teaching assistants. And in some cases, Professor Linden said, the introduction of computers can actually lower students’ test results.


“Based on the available research,” he said, “this would not be the most effective strategy for education in developing countries.”


The notion that India’s weak manufacturing sector can catch up to China in advanced computer hardware also strikes some experts as far-fetched. “China became the manufacturing center of the world, and India missed that boat,” said Surjit S. Bhalla, an economist and managing director of Oxus Investments.


So far, the Indian government is standing firmly behind the project.


“All pathbreaking ideas do look too ambitious when conceived,” the Ministry of Human Resource Development, which oversees the Aakash project, said in an e-mailed statement. Aakash is “an all-encompassing project,” not just the creation of a tablet computer, the ministry said. With it, the government plans to create “an entire manufacturing ecosystem” in India.


Interviews with DataWind executives, government officials, Chinese manufacturers, business partners and former and current employees paint a picture of a small family company that was overwhelmed by a complex project that even China’s cutthroat technology manufacturers would find challenging to execute at the price expected by the government.


Leading a tour last month of the company’s small touch-screen factory in downtown Montreal, Raja Tuli, DataWind’s co-chairman and chief technology officer, said he had initially opposed his brother’s desire to bid on the Aakash contract, and he expressed lingering regrets.


“We got stuck in it,” he said. “We’re doing our best.”


DataWind’s real goal, Mr. Tuli said, is to sell low-cost wireless Internet access for tablets in developing countries like India. He said DataWind’s proprietary data compression technology, which made its debut in Britain years ago with a device called the PocketSurfer, efficiently delivers Web pages over older, slower cellphone networks.


“Our biggest contribution is our software,” Mr. Tuli said. “The fact that we’re making the actual hardware is a sideline that we got into in the process. We never meant to do it, but here we are.”


For India’s government, the Aakash project was supposed to usher in a computer revolution.

Japan’s New Premier Backs More Nuclear Plants





TOKYO — The newly elected prime minister of Japan, Shinzo Abe, said Sunday that he would seek to build nuclear reactors, reversing within a week in office a campaign pledge to move Japan away from nuclear power.

The statement about the reactors came in Mr. Abe’s first televised interview since taking office. During his five days as prime minister, he had hinted that he would take a closer look at nuclear power.


“They will be completely different from those at the Fukushima Daiichi nuclear power plant,” he told the national television network TBS. Multiple meltdowns at the plant after an earthquake last year forced more than 100,000 people to flee their homes.


“With public understanding, we will be building anew,” Mr. Abe said.


He did not specify where or when. Building nuclear power plants would depart from the direction of the previous government of Yoshihiko Noda, who had pledged to phase out nuclear power by 2040.


It also appeared to go against a campaign platform adopted by Mr. Abe’s Liberal Democratic Party that aims “to establish an economy and society that does not need to rely on nuclear power.” The platform also said Japan would put the development of alternative energy sources, like solar and wind, ahead of nuclear power, and made no mention of new nuclear plants.


Though fervent antinuclear protests across the country have kept all but two of Japan’s 50 reactors off line, Mr. Abe is betting that Japan’s silent majority will condone a return to nuclear to help bolster the economy.


Mr. Abe’s pro-business Liberal Democrats won a landslide victory in parliamentary elections this month, campaigning on promises to take bolder measures to kick-start Japan’s moribund economy. The nation’s biggest business lobby, the Keidanren, has publicly urged the government to restart the nation’s reactors.


Signaling what could be rocky relations with Tokyo’s neighbors, Mr. Abe, who returned as a prime minister after a yearlong stint in 2006-7, also hinted that he may replace or void apologies from 1993 and 1995 for Japan’s having used women as sex slaves during World War II and for past colonial rule and aggression in Asia.


In a separate interview with The Sankei Shimbun, a national daily, he said his previous administration had found no evidence that the women who served as sex slaves to Japan’s wartime military had, in fact, been coerced. The Japanese government will seek to communicate that view, the newspaper quoted Mr. Abe as saying.


A perceived lack of remorse by Japan for its colonial and wartime history has been severely criticized, especially by South Korea and China, which bore the brunt of Japan’s colonial aggressions.


Japan is already embroiled in territorial spats with the two nations, heightening tensions over the past year.

Elwood V. Jensen, Pioneer in Breast Cancer Treatment, Dies at 92

Elwood V. Jensen, a medical researcher whose studies of steroid hormones led to new treatments for breast cancer that have been credited with saving or extending hundreds of thousands of lives, died on Dec. 16 in Cincinnati. He was 92.




The cause was complications of pneumonia, his son, Thomas Jensen, said.


In 2004 Dr. Jensen received the Albert Lasker Basic Medical Research Award, one of the most respected science prizes in the world.


When Dr. Jensen started his research at the University of Chicago in the 1950s, steroid hormones, which alter the functioning of cells, were thought to interact with cells through a series of chemical reactions involving enzymes.


However, Dr. Jensen used radioactive tracers to show that steroid hormones actually affect cells by binding to a specific receptor protein inside them. He first focused on the steroid hormone estrogen.


By 1968, Dr. Jensen had developed a test for the presence of estrogen receptors in breast cancer cells. He later concluded that such receptors were present in about a third of those cells.


Breast cancers that are estrogen positive, meaning they have receptors for the hormone, can be treated with medications like Tamoxifen or with other methods of inhibiting estrogen in a patient’s system, like removal of the ovaries. Women with receptor-rich breast cancers often go into remission when estrogen is blocked or removed.


By the mid-1980s, a test developed by Dr. Jensen and a colleague at the University of Chicago, Dr. Geoffrey Greene, could be used to determine the extent of estrogen receptors in breast and other cancers. That test became a standard part of care for breast cancer patients.


Scientists like Dr. Pierre Chambon and Dr. Ronald M. Evans, who shared the 2004 Lasker prize with Dr. Jensen, went on to show that many types of receptors exist. The receptors are crucial components of the cell’s control system and transmit signals in an array of vital functions, from the development of organs in the womb to the control of fat cells and the regulation of cholesterol.


Dr. Jensen’s work also led to the development of drugs that can enhance or inhibit the effects of hormones. Such drugs are used to treat prostate and other cancers.


Elwood Vernon Jensen was born in Fargo, N.D., on Jan. 13, 1920, to Eli and Vera Morris Jensen. He majored in chemistry at what was then Wittenberg College in Springfield, Ohio, and had begun graduate training in organic chemistry at the University of Chicago when World War II began.


Dr. Jensen wanted to join the Army Air Forces, but his poor vision kept him from becoming a pilot. During the war he synthesized poison gases at the University of Chicago, exposure to which twice put him in the hospital. His work on toxic chemicals, he said, inspired him to pursue biology and medicine.


Dr. Jensen studied steroid hormone chemistry at the Swiss Federal Institute of Technology on a Guggenheim Fellowship after the war. While there, he climbed the Matterhorn, one of the highest peaks in the Alps, even though he had no mountaineering experience. He often equated his successful research to the novel approach taken by Edward Whymper, the first mountaineer to reach the Matterhorn’s summit. Mr. Whymper went against conventional wisdom and scaled the mountain’s Swiss face, after twice failing to reach the summit on the Italian side.


Dr. Jensen joined the University of Chicago as an assistant professor of surgery in 1947, working closely with the Nobel laureate Charles Huggins. He became an original member of the research team at the Ben May Laboratory for Cancer Research (now the Ben May Department for Cancer Research) in 1951, and became the director after Dr. Huggins stepped down.


He came to work at the University of Cincinnati in 2002, and continued to do research there until last year.


His first wife, the former Mary Collette, died in 1982. In addition to his son, Dr. Jensen is survived by his second wife, the former Hiltrud Herborg; a daughter, Karen C. Jensen; a sister, Margaret Brennan; two grandchildren; and three great-grandchildren.


Dr. Jensen’s wife was found to have breast cancer in 2005. She had the tumor removed, he said in an interview, but tested positive for the estrogen receptor and was successfully treated with a medication that prevents estrogen synthesis.

Endurance produced meals, which provided energy for mating, which meant that adept early joggers passed along their genes. In this way, natural selection drove early humans to become even more athletic, Dr. Lieberman and other scientists have written, their bodies developing longer legs, shorter toes, less hair and complicated inner-ear mechanisms to maintain balance and stability during upright ambulation. Movement shaped the human body.

But simultaneously, in a development that until recently many scientists viewed as unrelated, humans were becoming smarter. Their brains were increasing rapidly in size.

Today, humans have a brain that is about three times larger than would be expected, anthropologists say, given our species’ body size in comparison with that of other mammals.

To explain those outsized brains, evolutionary scientists have pointed to such occurrences as meat eating and, perhaps most determinatively, our early ancestors’ need for social interaction. Early humans had to plan and execute hunts as a group, which required complicated thinking patterns and, it’s been thought, rewarded the social and brainy with evolutionary success. According to that hypothesis, the evolution of the brain was driven by the need to think.

But now some scientists are suggesting that physical activity also played a critical role in making our brains larger.

To reach that conclusion, anthropologists began by looking at existing data about brain size and endurance capacity in a variety of mammals, including dogs, guinea pigs, foxes, mice, wolves, rats, civet cats, antelope, mongooses, goats, sheep and elands. They found a notable pattern. Species like dogs and rats that had a high innate endurance capacity, which presumably had evolved over millenniums, also had large brain volumes relative to their body size.

The researchers also looked at recent experiments in which mice and rats were systematically bred to be marathon runners. Lab animals that willingly put in the most miles on running wheels were interbred, resulting in the creation of a line of lab animals that excelled at running.

Interestingly, after multiple generations, these animals began to develop innately high levels of substances that promote tissue growth and health, including a protein called brain-derived neurotrophic factor, or BDNF. These substances are important for endurance performance. They also are known to drive brain growth.

What all of this means, says David A. Raichlen, an anthropologist at the University of Arizona and an author of a new article about the evolution of human brains appearing in the January issue of Proceedings of the Royal Society Biology, is that physical activity may have helped to make early humans smarter.

“We think that what happened” in our early hunter-gatherer ancestors, he says, is that the more athletic and active survived and, as with the lab mice, passed along physiological characteristics that improved their endurance, including elevated levels of BDNF. Eventually, these early athletes had enough BDNF coursing through their bodies that some could migrate from the muscles to the brain, where it nudged the growth of brain tissue.

Those particular early humans then applied their growing ability to think and reason toward better tracking prey, becoming the best-fed and most successful from an evolutionary standpoint. Being in motion made them smarter, and being smarter now allowed them to move more efficiently.

And out of all of this came, eventually, an ability to understand higher math and invent iPads. But that was some time later.

The broad point of this new notion is that if physical activity helped to mold the structure of our brains, then it most likely remains essential to brain health today, says John D. Polk, an associate professor of anthropology at the University of Illinois at Urbana-Champaign, and co-author, with Dr. Raichlen, of the new article.

And there is scientific support for that idea. Recent studies have shown, he says, that “regular exercise, even walking,” leads to more robust mental abilities, “beginning in childhood and continuing into old age.”

Of course, the hypothesis that jogging after prey helped to drive human brain evolution is just a hypothesis, Dr. Raichlen says, and almost unprovable.

But it is compelling, says Harvard’s Dr. Lieberman, who has worked with the authors of the new article. “I fundamentally agree that there is a deep evolutionary basis for the relationship between a healthy body and a healthy mind,” he says, a relationship that makes the term “jogging your memory” more literal than most of us might have expected and provides a powerful incentive to be active in 2013.

Bits Blog: Facebook Poke and the Tedium of Success Theater

There’s a big problem in social media right now.

It’s boring.

A crucial and indispensable source of news and information, absolutely. But more often than not, it’s also tedious and predictable.

Don’t get me wrong: My use of Instagram, Tumblr, Twitter and Facebook has never been greater. But I’m growing tired of seeing everyone’s perfectly framed, glittering nightscapes of the Manhattan skyline, their impeccably prepared meals, those beautifully blurred views of the world from an airplane window seat. I’m getting tired of carefully crafting and sharing them myself.

As these media have matured and more of our colleagues, former flings, in-laws and friends have migrated to them, our use of them has changed. We’ve become better at choreographing ourselves and showing our best sides to the screen, capturing the most flattering angle of our faces, our homes, our evenings out, our loved ones and our trips.

It’s success theater, and we’ve mastered it. We’ve gotten better at it because it matters more. You never know who is looking or how it might affect your relationships and career down the road, and as a result, we have become more cautious about the version of ourselves that we present to each other and the world. Even Twitter, a service steeped in real-time and right-nowness, has added filters to its photo uploads, letting its users add a washed-out effect to their posts. It makes me miss the raw and unfiltered glimpses those services used to provide of the lives of my friends and the people I follow.

But the ubiquity of success theater is why I’ve become so fascinated with Snapchat and, more recently, Facebook Poke, services that let you send photos, messages and videos with a built-in shelf life, that self-destruct after a time interval that you choose. The beauty of these applications, perhaps their main redemptive quality, is that you can only send photos, messages and videos that you have created within the application. You cannot access your phone’s photo library for a more attractive self-portrait or an exotic locale to mask that you’re really sitting on the couch on Friday night in pajamas, wearing a face mask.

These applications are the opposite of groomed; they practically require imperfection, a sloppiness and a grittiness that conveys a sense of realness, something I’ve been craving in my communication. They transform the screen of your phone into a window into the life of your friend, wherever they are at that exact moment.

All of this is not to say that Snapchat or Facebook Poke have any permanent home in our daily routines. The applications, in their current iterations, have yet to gain significant traction in any of my social circles. Part of the fun is the novelty, as with any new service. And both have specific uses that are not as mainstream as services like Facebook, Instagram, Twitter or even Tumblr. After all, it’s much harder to find your comfort level within them. It’s startling, at first, to see the poorly lit, grainy pictures of your friends’ unfiltered faces, to adjust to the intimacy of realizing that the video of your friend that just landed in your in-box is meant for your eyes only, and that you are expected to send something of equal or greater intimacy in return. It is also possible that over time, Snapchat, VidBurn and Facebook Poke will become warped by their own versions of success theater, or lose steam if they gain seedier reputations.

But they capture a behavior my closest friends and I had already begun to adopt: The practice of showing each other where we are at any given moment in time, either through a short video or photo of our workstations, our faces as we lie half-asleep in bed on rainy Sunday afternoons, a look into our lives that is reserved for only those closest to each other. It is an acknowledgement that the version of ourselves we share through other social media is not the truest one, and has not been for a long time.

This is a variation of the same impulse that made Chatroulette a viral hit, and something that Apple has tried to capture with FaceTime, Google with its Hangouts, even Color’s ill-fated last and final iteration. It’s enough to make me think that the real real-time social Web is coming, in one form or another.

Letter From Washington: Lessons From the 2012 U.S. Election







WASHINGTON — The 2012 U.S. elections, though not seminal, revealed much about the nature and direction of U.S. politics.




A divided government may be ingrained: At the presidential level, Democrats start with a decided advantage. Changing demographics — more Hispanics and other minorities solidly behind the party; women and young voters moving that way and forming hard-to-break voting habits — cut the Democrats’ way.


The electoral map that decides U.S. presidential contests tilts Democratic. President Barack Obama won the national popular vote by 3.7 percentage points, and carried the electoral map — the number of electors from each state is based indirectly on population — 332 to 206. If you took 1.9 percentage points from Mr. Obama and added them to Mitt Romney’s tally, the Republican would have won the popular vote by more than 125,000 votes. Yet if that formula were then applied to every state in the country, the only ones that would change would be Florida and Ohio. Mr. Obama would have lost the popular vote but would still have won the Electoral College vote, 285 to 253, and thus the presidency.


This is why some states that are reliably Democratic at the presidential level and where Republicans now control the statehouses are trying to change the Electoral College system. Each state controls its own rules. Only two, Maine and Nebraska, award electors by congressional district; everywhere else, it’s winner-takes-all.


Republicans are pondering a shift to the approach used in Maine and Nebraska. They see a possible test case in Pennsylvania, where Mr. Obama won the popular vote by more than five percentage points, rolling up huge margins in Philadelphia and its suburbs and in Pittsburgh. Mr. Romney, however, carried 13 of the 18 congressional districts. If this new system were in effect, the Republicans would have gotten 13 of the state’s 20 electoral votes while getting trounced in the popular vote. If this occurred in mainly Republican states, it would erase the Democrats’ Electoral College advantage.


In elections for the House of Representatives, Republicans already have a structural advantage. Democratic voters, especially minorities, tend to be bunched into a relatively small number of districts.


“The high-density Democratic population makes it more difficult for Democrats to create more competitive districts,” said Nathan Gonzales, congressional analyst for the Rothenberg Political Report, a nonpartisan newsletter on U.S. politics.


It’s this bunching, more than any redistricting edge, that enabled Republicans to retain a lead of 234 seats to 201 in the House of Representatives this year even though Democrats received a million more votes over all in House races. There is little to suggest this advantage will lessen in the years ahead.


Conventions matter more than debates: The news media treat the national political conventions as irrelevant dinosaurs; the presidential debates are depicted as the Super Bowl or World Cup of politics.


It didn’t work out that way this year. The conventions mattered more. Mr. Romney and the Republicans blew a chance at the convention in Tampa, Florida, to reset his candidacy. At their convention in Charlotte, North Carolina, the Democrats stepped up to the challenge, especially with a powerful speech by former President Bill Clinton that set the basis for more positive public attitudes about the U.S. economy.


Mr. Obama’s disastrous performance in his first debate with Mr. Romney certainly mattered, though the duration of the Republican nominee’s bounce was exaggerated. Before that debate, the president was about four points ahead nationally; that was close to his final margin.


Moving to the center is tough in the media age: Richard M. Nixon advised Republicans to run to the right in the primaries and to quickly move to the center in the general election. This formula worked as recently as 1980 for Ronald Reagan. For Democrats, the formula is to run to the left in the primaries and to move to the center in the general election.


This is much harder to do today with the omnipresent news media tracking and assembling every public pronouncement and policy change. Mr. Romney tried to pivot after the primaries; there is little evidence that it worked well. He couldn’t escape earlier assertions that had alienated Hispanics (calling for undocumented workers to choose self-deportation) or women (boasting that he would end U.S. government funding for Planned Parenthood).


There are polls — and polls: Polls done on the cheap, automatic phone calls, some online surveys and partisan polls all missed the mark. More professional polls, with telephone interviews, conducted for the news media and other sources, were accurate in most instances.


Campaigns matter: Improving attitudes about the economy and, to a small degree, the president’s response to Hurricane Sandy, moved the needle in the closing weeks. Mr. Obama was indisputably a better political candidate.


The contrasting campaigns widened the margin. Post-election forums at Harvard University and the University of Pennsylvania, and the campaign e-book “The End of the Line,” by Jonathan Martin and Glenn Thrush of the Web site Politico, illustrated the Obama campaign’s supremacy on tactics: polling, the use of digital and social media, advertising, identifying voters and getting them to the polls.


The biggest advantage was overarching, strategic. “We knew who our guy was and where the country was,” said Stephanie Cutter, Mr. Obama’s deputy campaign manager. “They didn’t seem to have a sense of either.”

New Fiscal Crisis Talks Set, but Hopes Are Low





WASHINGTON — President Obama will meet with Congressional leaders on Friday, and House Republicans summoned lawmakers back for a Sunday session, in a last-ditch effort to avert a fiscal crisis brought on by automatic tax increases and spending cuts scheduled to hit next week.




Republicans expressed a flicker of hope Thursday that a deal could still be reached to at least avert most of the tax increases on Jan. 1, to prevent a sudden cut in payments to medical providers treating Medicare patients and to extend expiring unemployment benefits. But both parties’ leaders said time is running out.


“Here we are, five days from the New Year, and we might finally start talking,” said Senator Mitch McConnell of Kentucky, the Senate Republican leader.


The overriding emotion Thursday, as senators convened for a rare session between Christmas and New Year’s Day, appeared to be embarrassment. The continuing impasse “demonstrates a tremendous lack of courage here in Washington to address the issues that need to be addressed — at every level,” said Senator Bob Corker, Republican of Tennessee.


Lawmakers and aides from both parties cautioned that the burst of activity could be more about making sure the other side gets the blame than any real search for a resolution before the Jan. 1 deadline. Under Senate rules, no deal could run the gantlet of procedural hurdles in time for a final vote before the deadline without all the senators agreeing not to slow progress.


“I have to be very honest,” Senator Harry Reid of Nevada, the majority leader, said Thursday. “I don’t know timewise how it can happen now.”


White House officials continued to put the onus on Republicans to clear a procedural path to a quick vote on a negotiated deal.


“The only way America goes over the cliff is if the Republican leaders in the House and the Senate decide to push us by blocking passage of bills to extend tax cuts or the middle class,” said the White House communications director Dan Pfeiffer. “It’s a question of their willingness to put country before party.”


Republicans said there was nothing preventing Mr. Reid from putting formal legislation on the Senate floor, and to date, no such bill has been written.


But the contours of a fallback deal did come into view Thursday, even as the will to achieve it lagged behind.


Republicans involved in the talks said both sides would probably be able to agree to extend expiring Bush-era tax cuts up to some income threshold higher than Mr. Obama’s $250,000 cutoff but lower than the $1 million sought by the House speaker, John A. Boehner. To that, leaders would probably agree to add provisions to stop the alternative minimum tax from suddenly enlarging to hit more middle class households, and possibly to extend expiring unemployment benefits.


Republicans would be far less receptive to Mr. Obama’s call to temporarily suspend across-the-board spending cuts unless such a suspension was accompanied by significant and immediate spending cuts elsewhere.


But no such deal could be reached without significant, face-to-face negotiations between the president, Senate leaders and House leaders, aides said. McConnell aides said a phone call between the president and the Senate Republican leader Wednesday night was the first outreach Mr. McConnell has had from any Democrat since Thanksgiving.


“It appears to me the action, if there is any, will be on the Senate side,” Mr. McConnell said Thursday afternoon on the Senate floor.


After a House Republican leadership conference call on Thursday, Representative Eric Cantor of Virginia, the majority leader, announced that House members would return to Washington on Sunday for legislative business, with votes in the evening. Lawmakers were warned that the House might be in session through Jan. 2, the day the 112th Congress disbands. The next day, the 113th Congress will convene, wiping out any unfinished work of the past two years.


Between such glimmers of hope, the talk in Washington on Thursday was anything but conciliatory. Representative Steny H. Hoyer of Maryland, the No. 2 House Democrat, said Republicans would use an imminent fight over raising the government’s statutory borrowing limit to fight for big spending cuts, and compared that to taking one’s own child hostage and threatening to kill it.


On the Senate floor Thursday, Mr. Reid excoriated House Republicans for failing to consider a Senate-passed measure that would extend lower tax rates on household income up to $250,000. He urged House members to return to the Capitol to put together at least a modest deal to avoid the more than a half-trillion dollars in automatic tax increases and spending cuts set to begin in January.


“The American people are waiting for the ball to drop,” Mr. Reid said, “but it’s not going to be a good drop.”

NYU Langone Medical Center opened its doors to surgical patients on Thursday, almost two months after Hurricane Sandy overflowed the banks of the East River and forced the evacuation of hundreds of patients.




While the medical center had been treating many outpatients, it had farmed out surgery to other hospitals, which created scheduling problems that forced many patients to have their operations on nights and weekends, when staffing is traditionally low. Some patients and doctors had to postpone not just elective but also necessary operations for lack of space at other hospitals.


The medical center’s Tisch Hospital, its major hospital for inpatient services, between 30th and 34th Streets on First Avenue, had been closed since the hurricane knocked out power and forced the evacuation of more than 300 patients, some on sleds brought down darkened flights of stairs.


“I think it’s a little bit of a miracle on 34th Street that this happened so quickly,” Senator Charles E. Schumer of New York said Thursday.


Mr. Schumer credited the medical center’s leadership and esprit de corps, and also a tour of the damaged hospital on Nov. 9 by the administrator of the Federal Emergency Management Agency, W. Craig Fugate, whom he and others escorted through watery basement hallways.


“Every time I talk to Fugate there are a lot of questions, but one is, ‘How are you doing at NYU?’ ” the senator said.


The reopening of Tisch to surgery patients and associated services, like intensive care, some types of radiology and recovery room anesthesia, was part of a phased restoration that will continue. Besides providing an essential service, surgery is among the more lucrative of hospital services.


The hospital’s emergency department is expected to delay its reopening for about 11 months, in part to accommodate an expansion in capacity to 65,000 patient visits a year, from 43,000, said Dr. Andrew W. Brotman, its senior vice president and vice dean for clinical affairs and strategy.


In the meantime, NYU Langone is setting up an urgent care center with 31 bays and an observation unit, which will be able to treat some emergency patients. It will initially not accept ambulances, but might be able to later, Dr. Brotman said. Nearby Bellevue Hospital Center, which was also evacuated, opened its emergency department to noncritical injuries on Monday.


Labor and delivery, the cancer floor, epilepsy treatment and pediatrics and neurology beyond surgery are expected to open in mid-January, Langone officials said. While some radiology equipment, which was in the basement, has been restored, other equipment — including a Gamma Knife, a device using radiation to treat brain tumors — is not back.


The flooded basement is still being worked on, and electrical gear has temporarily been moved upstairs. Mr. Schumer, a Democrat, said that a $60 billion bill to pay for hurricane losses and recovery in New York and New Jersey was nearing a vote, and that he was optimistic it would pass in the Senate with bipartisan support. But the measure’s fate in the Republican-controlled House is far less certain.


The bill includes $1.2 billion for damage and lost revenue at NYU Langone, including some money from the National Institutes of Health to restore research projects. It would also cover Long Beach Medical Center in Nassau County, Bellevue, Coney Island Hospital and the Veterans Affairs hospital in Manhattan.

Libraries Try to Update the Bookstore Model

At the bustling public library in Arlington Heights, Ill., requests by three patrons to place any title on hold prompt a savvy computer tracking system to order an additional copy of the coveted item. That policy was intended to eliminate the frustration of long waits to check out best sellers and other popular books. But it has had some unintended consequences, too: the library’s shelves are now stocked with 36 copies of “Fifty Shades of Grey.”




Of course, librarians acknowledge that when patrons’ passion for the sexy series lacking in literary merit cools in a year or two, the majority of volumes in the “Fifty Shades” trilogy will probably be plucked from the shelves and sold at the Friends of the Library’s used-book sales, alongside other poorly circulated, donated and out-of-date materials.


“A library has limited shelf space, so you almost have to think of it as a store, and stock it with the things that people want,” said Jason Kuhl, the executive director of the Arlington Heights Memorial Library. Renovations will turn part of the library’s first floor into an area resembling a bookshop that officials are calling the Marketplace, with cozy seating, vending machines and, above all, an abundance of best sellers.


As librarians across the nation struggle with the task of redefining their roles and responsibilities in a digital age, many public libraries are seeing an opportunity to fill the void created by the loss of traditional bookstores. They are increasingly adapting their collections and services based on the demands of library patrons, whom they now call customers.


Today’s libraries are reinventing themselves as vibrant town squares, showcasing the latest best sellers, lending Kindles loaded with e-books, and offering grass-roots technology training centers. Faced with the need to compete for shrinking municipal finances, libraries are determined to prove they can respond as quickly to the needs of the taxpayers as the police and fire department can.


“I think public libraries used to seem intimidating to many people, but today, they are becoming much more user-friendly, and are no longer these big, impersonal mausoleums,” said Jeannette Woodward, a former librarian and author of “Creating the Customer-Driven Library: Building on the Bookstore Model.”


“Public libraries tread a fine line,” Ms. Woodward said. “They want to make people happy, and get them in the habit of coming into the library for popular best sellers, even if some of it might be considered junk. But libraries also understand the need for providing good information, which often can only be found at the library.”


Cheryl Hurley, the president of the Library of America, a nonprofit publisher in New York “dedicated to preserving America’s best and most significant writing,” said the trend of libraries that cater to the public’s demand for best sellers is not surprising, especially given the ravages of the recession on public budgets.


Still, Ms. Hurley remains confident that libraries will never relinquish their responsibility to also provide patrons with the opportunity to discover literary works of merit, be it the classics, or more recent fiction from novelists like Philip Roth, whose work is both critically acclaimed and immensely popular.


“The political ramifications for libraries today can result in driving the collection more and more from what the people want, rather than libraries shaping the tastes of the readers,” Ms. Hurley said. “But one of the joys of visiting the public library is the serendipity of discovering another book, even though you were actually looking for that best seller that you thought you wanted.”


“It’s all about balancing the library’s mission and its marketing, and that is always a tricky dance,” she added.

GUANGZHOU, China — It was 1926, not long after the fall of the Qing dynasty, and much of China had been divided among warlords. In the south, leaders of the young Kuomintang mustered an army. At its head rode Chiang Kai-shek, who called to his side officers he had helped train, and together they marched north to take down the warlords, one by one.




The Northern Expedition was one of the first major tests for graduates of the Whampoa Military Academy, founded just two years earlier on quiet Changzhou Island, about 10 miles east of central Guangzhou, then known to the West as Canton. Mr. Chiang was the academy’s first commandant, appointed by Sun Yat-sen, the idealistic firebrand who wanted to build an army that would unite China.


The academy, now a collection of two-story white buildings near an active naval yard, stands as one of the most potent symbols of the nationalist movement led by Mr. Sun, which has strong contemporary echoes in the rallying cry that Xi Jinping made to his fellow Chinese after taking over in November as general secretary of the Communist Party.


Mr. Xi has spoken of a “great revival of the Chinese nation,” apparently to be accomplished through further opening the economy, tackling official corruption and building up the military. This month, on his first trip outside Beijing, Mr. Xi traveled to several cities here in Guangdong Province; the tour included visits with senior officers of the People’s Liberation Army and a photo opportunity on a naval destroyer. Though he did not visit the Whampoa academy, the message Mr. Xi was telegraphing was the same one Mr. Sun had relayed a century ago.


“When Sun Yat-sen founded the Whampoa academy, his goal was to unite China and to revive China as a nation, which is exactly the same mission that Secretary Xi is on,” said Zeng Qingliu, a historian with the Guangzhou Academy of Social Sciences who wrote a television script for a drama series on Whampoa. “Under that goal and that mission, Chinese people from all over the world and across the country were attracted to Whampoa.”


In fits and starts since the end of the Mao era, the Communists and the Kuomintang, who decamped to Taiwan after losing the civil war in 1949, have been engaging in rapprochement. The Whampoa academy represents an era when the two sides cooperated for a greater good, and recent exhibitions organized there by a museum portray the Kuomintang in a relatively conciliatory light. That, too, has resonance with Mr. Xi’s clarion call, which is meant to inspire all Chinese, even those outside the mainland, including in Taiwan, to take part in the Communist-led project of reviving the motherland.


The first class at Whampoa had 600 students, 100 Communists among them, Mr. Zeng said. Prominent Russian advisers worked at the school. Zhou Enlai was the political director, and other famous Communists held posts or trained there. But the school was never under the party’s control.


The Kuomintang moved it to the city of Nanjing in 1927, after a split with the Communists, and then to the southwestern city of Chengdu, after the Japanese occupied Nanjing, then known as Nanking. After the Kuomintang moved to Taiwan, they established a military academy there that they called the successor to Whampoa. But when historians speak of Whampoa, they mean the original incarnation of the school, before it moved from Guangzhou, Mr. Zeng said.


Japanese bombs decimated the campus in 1938; it was not rebuilt until after 1984, when plans were made to establish a museum. The white buildings interlaced with thick wooden beams are recreations of the originals. A statue of Mr. Sun overlooks the site from a hill. Military enthusiasts, history buffs and other tourists reach the museum by a 10-minute ferry ride from a quiet pier on the east side of Guangzhou.


On a recent afternoon, a young woman guided a handful of soldiers. They walked along a balcony on the second floor and peered into the recreated rooms, including a dormitory with dozens of simple beds on wooden floorboards, a dining room and Mr. Sun’s office.


Outside the main gate, not far from a black wall inscribed with the names of fallen soldiers, tour groups posed for photographs. Then they walked slowly through the gallery rooms to gaze at the black-and-white photos and paintings that showed, from a party-approved perspective, the history of China’s 20th-century wars.


This year, there was a special exhibition on Chinese soldiers who had fought the Japanese in southwest China, along the Burma Road. The exhibition included photographs of Lt. Gen. Claire Lee Chennault, the American aviator who led the “Flying Tigers” unit in that theater. One showed him with Mr. Chiang.

Apple Chief’s Pay Package Drops 99 Percent From 2011







NEW YORK (Reuters) - Tim Cook has finally made it to the top at Apple Inc, but in his first full year as CEO his pay package shrank about 99 percent.




Cook, the successor to the late Steve Jobs, was awarded total compensation of $4.17 million in 2012, down from $378 million in 2011, Apple said in a federal filing on Thursday.


The 2012 compensation package for Cook, who took over as chief executive in August 2011, also seemed a pittance compared with his 2010 pay, which was 14 times higher, when the executive served as chief operating officer.


Jobs, the iconic CEO and co-founder, died in October 2011 of pancreatic cancer.


The maker of the iPhone and iPad noted that Cook will not receive any stock awards for 2012 after he was given about $376.2 million in stock awards the year before. The stock awards vest over many years.


The 2012 package includes a salary of $1.4 million and a nonequity bonus of $2.8 million, according to the filing. Cook's base salary actually increased compared with the $900,000 he earned in 2011.


While Apple's shares are 35 percent higher than when Cook assumed the CEO role, they have fallen more than 27 percent since October when they hit a $700.10 high.


Apple shares were down 0.6 percent at $509.85 on the Nasdaq late on Thursday morning.

New York’s Mental Health System Thrashed by Services Lost to Storm

When a young woman in the grip of paranoid delusions threatened a neighbor with a meat cleaver one Saturday last month, the police took her by ambulance to the nearest psychiatric emergency room. Or rather, they took her to Beth Israel Medical Center, the only comprehensive psychiatric E.R. functioning in Lower Manhattan since Hurricane Sandy shrank and strained New York’s mental health resources.




The case was one of 9,548 “emotionally disturbed person” calls that the Police Department answered in November, and one of the 2,848 that resulted in transportation to a hospital, a small increase over a year earlier.


But the woman was discharged within hours, to the shock of the mental health professionals who had called the police. It took four more days, and strong protests from her psychiatrist and caseworkers, to get her admitted for two weeks of inpatient treatment, said Tony Lee, who works for Community Access, a nonprofit agency that provides supportive housing to people with mental illness, managing the Lower East Side apartment building where she lives.


Psychiatric hospital admission is always a judgment call. But in the city, according to hospital records and interviews with psychiatrists and veteran advocates of community care, the odds of securing mental health treatment in a crisis have worsened significantly since the hurricane. The storm’s surge knocked out several of the city’s largest psychiatric hospitals, disrupted outpatient services and flooded scores of coastal nursing homes and “adult homes” where many mentally ill people had found housing of last resort.


One of the most affected hospitals, Beth Israel, recorded a 69 percent spike in psychiatric emergency room cases last month, with its inpatient slots overflowing. Instead of admitting more than one out of three such cases, as it did in November 2011, it admitted only one out of four of the 691 emergency arrivals this November, records show. Capacity was so overtaxed that ambulances had to be diverted to other hospitals 15 times in the month, almost double the rate last year, in periods typically lasting for eight hours, officials said.


Dr. Richard Rosenthal, physician in chief of behavioral services for Continuum Health Partners, Beth Israel’s parent organization, said he was proud of how much Continuum’s hospitals had done to handle psychiatric overflow since storm damage shuttered Bellevue Hospital Center, the city’s flagship public hospital; NYU Langone Medical Center; and the Veterans Affairs Hospital. But these days, he said, as he walks on Amsterdam Avenue between Continuum’s Roosevelt hospital on West 59th Street and its St. Luke’s hospital on West 114th Street, he notices more mentally ill people in the streets than he has seen in years.


“When you have the most vulnerable folks, all you need is one chink in the system and you lose them,” Dr. Rosenthal said. “Whether they lost their housing, or the outpatient services they usually go to were closed and they were lost to follow-up, they have become disconnected, with predictable results.”


Similar patterns are playing out in Brooklyn, where Maimonides Medical Center has been overwhelmed with mental health emergencies from the Coney Island vicinity since Coney Island Hospital, one of the city’s largest acute care psychiatric hospitals, suspended operations, hospital officials said.


“Triage has reached a different level: You have to get sicker to get in,” said Dr. Andrew Kolodny, the chairman of psychiatry at Maimonides, citing a 56 percent increase in psychiatric emergency room visits there from Oct. 26 to Dec. 7, compared with the same period last year, and a 24 percent rise in admissions. The increase in admissions was possible only with emergency permission from the state to exceed licensed limits.


“Not only is there decreased capacity, because Bellevue and Coney Island are off line,” Dr. Kolodny added, “but there’s increased demand because the storm or the loss of their residence has been a stressor for mental illness.”


The storm battered a mental health system that still relies heavily on private nursing homes and substandard adult homes to house people with mental illness. Such institutions have a sordid history of neglect and exploitation, and the courts have repeatedly found that their overuse by the state isolated thousands of people in violation of the Americans With Disabilities Act.


Plans are under way to increase supportive housing — dwellings where mentally ill people can live relatively independently, with support services. But even before Hurricane Sandy, the expansion fell far short of demand.


The storm underscored the fragility of the system. Many disabled evacuees who were sent first to makeshift school shelters lost access to the psychiatric medications that kept their symptoms at bay, Dr. Kolodny said. Even those lucky enough to have the drugs they need are at greater risk of relapse as they experience crowded living conditions. “If they’re now sleeping in a gym with 100 people, that can tip them over the edge and start making them really paranoid,” he said.


On Staten Island, where the chief of psychiatry at Richmond University Medical Center says psychiatric resources have been stretched to the limit, clergy members report that mentally ill people transferred to a large adult home in New Brighton from one that was washed away in Far Rockaway, Queens, are now showing up at church rectories, begging for socks and underwear.


“It’s heartbreaking, because they just found us by chance,” said Margaret Moschetto, a missionary at the Church of Assumption-St. Paul in New Brighton. “They were just walking around the neighborhood. They really didn’t know where they were.”

WHEN I received the results of a routine cholesterol test this summer, I was certain there had been some kind of mistake. I’m young, unstressed and healthy, or so I imagined. I work out, too, and most impartial observers — and some partial ones — would describe me as lean. Plus, I eat a nutritious diet, I swear. So why did my LDL levels surpass my I.Q. — or, for that matter, Einstein’s?




The facts were stark: My genes predisposed me to metabolic syndrome, my doctor told me. Like my forebears, I was on a fast path to heart disease and diabetes. My doctor ordered me to reduce my carbs and come up with a more stringent exercise plan. I’ve rarely monitored what I eat and how much exercise I get. I had no idea how to go about the logistics of it. How would I count my carbs? How would I track my fitness routine?


Of course, there are apps for that. I set out to scour the market for devices and programs to help me and any family member who wished to join me in my low-carb adventure improve our health. I found two kinds of technologies: fitness trackers to monitor physical activity, and P.C. and smartphone apps to track diet. I spent weeks testing several of them. And while I found a few to be quite helpful, they were all just short of fantastic.


I tried four high-end fitness gadgets: Nike’s FuelBand ($149), the Fitbit One ($99.95), Jawbone’s Up ($129.99) and the BodyMedia FIT wireless armband ($149). I also threw in a plain-Jane pedometer, the Omron HJ-720ITC, which I found for $31 at many stores online.


All of these devices work in a similar way. You attach them to your person (the FuelBand and Up fit around your wrist, the FIT goes around your upper arm, and the Fitbit and Omron pedometer can be placed in a pocket or clipped to your belt). Then, as you move, the devices measure your activity.


Unfortunately each device had major drawbacks. Even though I had gotten the proper size, I found that the Up and the FuelBand did not fit well around my wrist. They tapped against my desk while I typed, and they slid about uncomfortably when I washed the dishes. (They are both water-resistant.) BodyMedia’s FIT, meanwhile, is about the size of a man’s large wristwatch. Positioned directly against the skin around the upper arm, it is ungainly — I found it distracting when I was in a short-sleeve workout shirt, and strange-looking under a nice button-down shirt.


The pedometer and the Fitbit were easier to handle; I hardly noticed them crammed with my keys and phone in my pocket. On the other hand, because they are not wearable, I often forgot them on my bedside table, where they did no good.


Still, among these vast offerings, I found the Fitbit and the cheap Omron to be best. The Fitbit is an unobtrusive slab of plastic about the size of a U.S.B. thumb drive. Its software — which is available for Macs and Windows P.C.’s, as well as iOS and Android devices — is simple to learn and offers plenty of graphs and stats to track your progress. The most useful is a graph of your activity over the course of the day: you can see how many calories you burned while at work and alter your behavior accordingly. Maybe go for a brief walk after lunch?


(I was a big fan of Jawbone’s Up software, too, but I ultimately found it too limited: It works only on Apple’s iOS devices; the company has not yet made versions for P.C.’s or Android devices.)


The best thing about the Fitbit is its wireless syncing capability. It comes with a tiny receiver that plugs into your computer’s U.S.B. port; whenever your Fitbit is near your machine, it sends its data over the air, no physical docking required. It also syncs directly to your phone over Bluetooth. (You do have to plug your Fitbit in to charge it, but only rarely — you can go more than a week between charges.)


The Omron, by comparison, does not do wireless syncing, and its optional P.C. software is pretty basic. But paucity is its beauty. No setup is required. Just turn it on and leave it in your pocket. At the end of the day, peek at its screen — in large, readable type, it shows a single stat: how many steps you have walked that day. The Omron does not promise the world, but it delivers enough information to keep you healthy.
